This is a bill that makes sense for small businesses. It provides certainty to small businesses. It helps them. We cannot solve all the world's problems in one bill, but we can certainly help small businesses in this bill. I can say--and I am pleading, frankly, with a few Republican Senators who have not quite decided how they are going to vote on this cloture vote--this is a good bill, a solid bill, a start in the right direction.…”
