In the manager's amendment we modified the agreement section of the bill. Am I correct that the purpose of this section is to require the State of Florida and the President of the United States to enter into a binding agreement requiring Florida to manage its consumptive use permitting process in such a manner that the State will be able to deliver the water made available by the plan for the natural system to ensure restoration.
