“we all deeply appreciate the amount of work the Senator from New Mexico has made to try to put this together. It is an almost impossible task. He made an interesting statement, though, that I would just like to follow up on a little bit. He turned to the Senator from Virginia a few minutes ago--if I heard you correctly; I do not want to put words in your mouth--and said something to the effect: Yes, you are right. At some future time when we take up ISTEA we are going to have to deal with deficiencies that are otherwise going to be available to be spent on the highway bill, ISTEA. If I heard him correctly, if that is what he meant, I would just like to explore with the chairman where we might find some of those additional dollars if it's not in the context of this budget resolution.”
