this amendment sunsets offsets not in this decade but in the next decade. Many of the provisions in this bill should be permanent; that is, corporate inversion legislation, shelters, provisions that should change the law. That is good public policy. Not all of the provisions in this bill are offsets just to make the budget numbers work. Rather, they are provisions which make good public policy and should continue. Also, it violates the Byrd rule because it raises an extraneous matter in a reconciliation bill. I make a point of order that the amendment violates section 313 of the Budget Act.
