I appreciate the leadership my colleagues have shown on this important issue. Extending the section 508 program is a priority of the Finance Committee. Unfortunately, an agreement could not be reached to include this provision in this bill.

I did not ever hear anybody in China advocate the Americans should stick with agreements that you have to transfer technology.
I think we should press protection of human rights, but we are only going to get so far.
