I deeply appreciate the remarks of my good friend from Utah. The fact is, any motion to suspend the rules in this context is not fair and, without being disparaging, it is not serious legislating. This is an attempt to throw another roadblock to delay passage of the small business bill. In addition, the extenders bill, which I tried to get up by UC, would extend the R&D tax credit. We will find our way there later this year. We cannot suspend the rules at this point to delay passage of the small business bill. Rather, let's not accept this motion so we can get on to passing the small business bill and take up the R&D tax credit later on this year. We will definitely take it up. It will be passed later this year.
