I think the interpretation is if you make a decision, this is where this is different, and the court makes another decision that says you did it improperly, you're required to stay with that original decision.

Well, I think it's really bad. All you got to do is look at the market. But the truth is, is that if you're a businessman, you understand that what you need in the marketplace is certainty.
There's plenty of examples of it. The Mission Act is a prime example. The fastest growing part of the V.A. budget. Why? Because we privatizing V.A. health care and its costing us more money, not less.
