I think that as I look at these large land-based tribes in particular, and those are the ones I am familiar with, because those are the ones we have in Montana, law enforcement is a continual challenge.

Well, I think it's really bad. All you got to do is look at the market. But the truth is, is that if you're a businessman, you understand that what you need in the marketplace is certainty.
