it is impossible to craft a law that would remove that dilemma from officials. It seems to me that every official that attempts to find their way through the Constitution to allow voluntary prayer is in a briar patch, and I do not know how to craft a law to prevent that dilemma. What I am trying to do is stop Federal officials from forcing that dilemma.
