LIMITATION ON AVAILABILITY OF FUNDS FOR RETIREMENT OF STRATEGIC DELIVERY SYSTEMS. (a) Limitation.--Chapter 24 of title 10, United States Code, is amended by adding at the end the following: ``Sec. 498. Commensurate strategic delivery system reductions ``(a) Limitation on New START Reductions.--None of the funds authorized to be appropriated or otherwise made available for fiscal year 2013 or any fiscal year thereafter for the Department of Defense may be obligated or expended to reduce, convert, or decommission any strategic delivery system pursuant to the levels set forth for such systems under the New START Treaty unless the President certifies to the congressional defense committees that-- ``(1) the Russian Federation must make a commensurate reduction, conversion, or decommissioning pursuant to the levels set forth under such treaty; and ``(2) the Russian Federation is not developing or deploying a strategic delivery system that is-- ``(A) not covered under the limits set forth under such treaty; and ``(B) capable of reaching the United States.…
