I would like to take this opportunity to join with all his friends and colleagues here to pay tribute to Bill Natcher. I could say a lot of good things about Bill Natcher, and every one of them would be true. He was a trustworthy friend and it was a pleasure and a privilege to serve with him during his 40 years in Congress and as my colleague on the House Appropriations Committee. As chairman of the full Appropriations Committee and its Subcommittee on Labor, Health and Human Services, Bill provided an invaluable service to the Nation, while always remaining faithful to his people back home in Kentucky and his district. He was a gentleman in every respect and was always called upon when a cool head was needed. You might argue with his position, but nobody could ever take exception to the way he handled himself. He was respected by all who knew him, both here and at home. He set an example for all his colleagues in conducting himself in an honest and straightforward manner, both in Congress and in his campaigns. I will certainly miss Bill's counsel, his friendship, and his leadership.
