“I appreciate the gentlelady allowing me to speak in support of her amendment. We absolutely need to work with communities around ports. Those communities, just like other communities, are at risk, not only to what comes into those communities but also many of the people who live in the communities. So we are happy to support the gentlelady's amendment. Citizen preparedness is what we should be about. It is absolutely important. We support the amendment.”
