AVIATION SECURITY RESEARCH AND DEVELOPMENT. To carry out section 4011(b) of the Intelligence Reform and Terrorism Prevention Act of 2004 (118 Stat. 3714), there is authorized to be appropriated to the Secretary of Homeland Security for the use of the Transportation Security Administration $20,000,000 for fiscal year 2006 for research and development of advanced biometric technology applications to aviation security, including mass identification technology. SEC. 602. BIOMETRIC CENTER OF EXCELLENCE. To carry out section 4011(d) of the Intelligence Reform and Terrorism Prevention Act of 2004 (118 Stat. 3714), there is authorized to be appropriated $1,000,000 for fiscal year 2006 for the establishment by the Secretary of Homeland Security of a competitive center of excellence that will develop and expedite the Federal Government's use of biometric identifiers.
