Republicans use the language of invasion and great replacement theory, but invasion in the Constitution means invasion during an act of war by a foreign nation or insurrection from within. I direct my Republican colleagues to Federalist Papers Nos. 4 and 43 if they want to learn why the entry of migrants escaping crisis for a better life is not invasion. Mr. Speaker, I reserve the balance of my time.
