Republicans want it both ways. First, they vote to reduce the number of Border Patrol agents in the field by 1,400 under their default in America act, and now all of a sudden, they want to do something different. So either you are for it or you are against it, but you can't have it both ways. Mr. Speaker, I yield 3 minutes to the gentleman from New Jersey (Mr. Payne).
