Would it be possible for the people of Puerto Rico to come together and figure this out themselves, and then come to Congress and tell us what it is you want?

I want to commend Chairman Westerman and Ranking Member Grijalva for creating this Indo-Pacific Task Force to provide for a bipartisan process.
Today is, indeed, a very important day, historic in some ways, because it marks the beginning of what I hope and I believe will be a successful bipartisan effort to renew the financial provisions of the Compacts of Free Association.
I also would think that the provisions of H.R. 3268 will help move forward the exercise of free and fair elections in the territories.
I wish to associate myself with the statements including the discussion of the legal hurdles of allowing citizens of territories to fully and finally exercise their rights as Americans.
