“Victims of abuse and neglect are more likely to have delays with language or cognitive skills. They are more likely to be arrested for truancy. We also know they have poor health outcomes as adults. Over 35 years ago, Congress enacted CAPTA to create a single Federal focus on child abuse and neglect. The rates of physical abuse have decreased in recent years, but the rates of neglect have remained constant. Difficult financial times can lead to violence, and victims with fewer personal resources become more vulnerable. Mr. Speaker, I urge all of my colleagues to vote for this bill. This is for the children of this Nation. I urge Members to support S. 3817.”
