Let's be clear: Congress explicitly authorized the President to undertake certain military construction projects that are not otherwise authorized by law when it passed the National Security Act. The President is working within the legal boundaries that the Congress gave him. Mr. Speaker, I yield 2 minutes to the gentleman from North Carolina (Mr. Meadows).
