“I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill, add the following: SEC. 6. PROTECTION OF WATERS AFFECTED BY FLOODING DISASTERS. None of the provisions of this Act, including the amendments made by this Act, shall apply to-- (1) waters that are located in an area for which the President has declared, at any time during the preceding 5- year period, a major disaster under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.) due to flooding; or (2) other waters that contributed to such a declaration. The Acting CHAIR.
