Madam President, I want to talk about the bill we are looking at now, the Justice for Victims of Trafficking Act. Certainly there is nothing more hideous, nothing more morally offensive than the sexual exploitation of a human being. Take that exploitation today at a level that happens over and over again with children and with adults. This is modern-day slavery. It exists right here in our country and all over the world. Slavery officially ended in the United States 150 years ago. Worldwide there may be more people involved in enslaved activity and labor or in sex trafficking than at any other time. According to the National Center for Missing and Exploited Children, at least 100,000 American children each year are victims of commercial child prostitution, child trafficking, other children brought to this country. Certainly this is not a tragedy that is isolated in the United States. In fact, it is worse than other places, but it is unacceptable in all places. Women and children, especially young girls, are advertised online where buyers purchase them with ease, generally with anonymity, and usually with impunity. We are told this happens in most cities in our country and in every State in our country. But this fight against sex trafficking and labor trafficking isn't just a law enforcement issue, it is a human rights issue, and we should take it as seriously as we possibly can take anything.…
