“I think it was clear from this conference that the House conferees took in a much stronger set of understanding of what needed to happen, not just in aviation security, but in transportation security than others who were involved in the conference. We turned this over to the right people, to the Department of Transportation. We did not take one little sliver of one piece of Transportation and say it will be in the Justice Department, at the same time that the Justice Department did not want it. We turned this over to the Department of Transportation but went beyond that and created a new role in that Department for somebody to worry about all levels of transportation security; not just airports, but seaports as well as airports, railways as well as highways, pipelines.”
