I think the Senator from South Carolina, Mr. Scott, is going to speak for a few minutes before I do, and then I will be glad to enter into this discussion. It is an important topic. Nobody has been a greater leader on this than my friend from North Dakota, and I thank him for organizing this colloquy, as many of us wish to come to the floor today to speak on this critical issue.
