This truly, Mr. Speaker, been an extraordinary decade for democracy. In the last debate we heard about the democracy in Slovakia. We could talk about democracy in country after country in Eastern Europe. We could certainly talk about an incredible change in South America and in Central America in the last decade as democracy has held sway time and time again. We need to stand for that same process in Africa. We need to stand not in opposition to any result or in favor of any result, but in favor of democracy. We need to stand as a beacon, as we have to so many other countries in the world, of support in their efforts to have the kind of freedom that is only possible with a true democratic process.
