Mr. President, I appreciate the concern of my friend from Wyoming on this. I will be voting to waive the point of order. My colleague from Wyoming was exactly right when he said this is a complicated formula. It is a combination of discretionary and mandatory funding for the Higher Education Act. The discretionary portion of the maximum award is established annually in the Labor-HHS bill. We changed the maximum Pell for discretionary funding from $5,035 to $5,135 for the 2019-2020 school year. That is an additional mandatory funding of $1,060. Maximum Pell will be $6,195. That is in line with the kind of increases we have had now for the last 12 years in a row. I will be voting to waive and urge my colleagues to do the same. The PRESIDING OFFICER.
