Madam President, I might just respond by saying that, if States are adopting these things because they think they are a good idea, that is one thing. For Washington, DC, to tell them they have to do it because we think it is a good idea, that is another thing. If my friend from New Mexico is right and States are adopting many of these changes, I guess there would be no particular reason to have the bill.
