I am confident that this standard of importance would have been used to decide other things if there had been any perception of what those other things might have been. There were issues that James Madison and others thought were important enough for a supermajority. If they had any idea of what the tax burden on American families would be today, this would have been one of those issues in that Philadelphia summer of 1787. A two-thirds simple majority standard would guarantee that there was a consensus among Members of both parties that increasing taxes was a necessity.
