Madam President, this amendment would continue the current practice in which 15 percent of the bridge money that goes to States goes to local governments. If you have talked to a county commissioner anywhere in the country about the highway bill, my guess is they mentioned continuing the current policy on sharing some of this bridge money with local governments. It doesn't increase the amount of money; what it does is continue current policy. I think every county commissioner in America would be relieved if they were going to continue to maintain their bridges. I urge a ``yes'' vote on this amendment. The PRESIDING OFFICER. Who will yields time in opposition?

Madam President, I ask unanimous consent that the rollcall vote be announced. The PRESIDING OFFICER. Without objection, it is so ordered. The question is, Will the Senate advise and consent to the Witkowsky nomination?
