“I want to follow up on the remarks of our friend Senator Nelson from Florida. Let me first say a couple of things about the bill that is on the floor. This is a challenging bill to bring to the floor. Senator Shelby is the chairman of the committee. He has done a great job on bringing a bill to the floor. It is not the bill he would have written if he were writing the bill by himself. Senator Mikulski has done the same thing. By having these bills on the floor, we have a chance to let all the Senators express their views by offering amendments and voting on amendments. This bill has some excellent things in it at a critical time and pursues a national network of manufacturing centers. A couple of years ago, Senator Brown and I were able to get Advanced Manufacturing Centers of Excellence into the law in a way that the Commerce Department could do things that they otherwise are not able to do. This fully funds an important program that the administration zeros out every year.…”
