Mr. President, I would like to talk about the Affordable Care Act. I have long been concerned that this is an act that simply won't work. I think the premise the bill was built around is a premise that won't work. I know things like guaranteed insurance sound very popular--that you can get health insurance no matter what your health condition is--but the problem with getting insurance after the fact as one of the potentials is that it discourages getting insurance before the fact. Getting insurance after you are sick is like getting fire insurance after your house is on fire. You could probably get fire insurance after your house is on fire, but it would sure cost a lot more than it would have cost under what we would see as traditional insurance. So I have always thought that premise was a problem. I have always thought the requirements in the bill that depend heavily on young people who are healthy buying insurance at higher rates than young people have ever looked at before--and remember, that is probably the biggest uninsured component in this society because young and healthy people think they are young and healthy, and the truth is that they normally are young and healthy, and they don't need insurance like many members of this body might need insurance because they just simply don't and they know it.…
