We are going to accumulate $1 trillion over 10 years, and we are going to spend it in 6 years. In fact, Mr. Speaker, by year 8, by year 9, by year 10, we are spending $200 billion a year. When I checked with the Congressional Budget Office, what about year 11? They said $200 billion as well. Mr. Speaker, this will cost jobs. It doesn't head the country in the right direction. I oppose the rule and will oppose the bill.”
