Mr. President, I would like to respond to my friend Mr. Merkley. This act, which I would think would more properly be called the farmer assurance act, was passed by both the House and the Senate and signed into law by President Obama in March of 2013, March of this year. Many have claimed it was never publicly debated and it was slipped into the bill by the House of Representatives, as my good friend said on the floor a minute ago, and passed the Senate without debate. Now, this was a big bill, I will admit that, and there was a lot of debate. While that would certainly be, I am sure, what Mr. Merkley believes happened, I don't think the facts would bear that out. In fact, this language originated, as he said, and was passed by the House after it was debated in committee, and it was posted for several months. This was not mystery language. In fact, on June 6, 2012, the House publicly posted their resolution that included this in the Agriculture appropriations bill. It was available on the House Web site from that point on. Section 733 of the House bill is identical to the farmer assurance language included in the final fiscal year 2013 appropriations bill that was passed by the Congress. On June 19, 2012, the House Agriculture appropriations bill was passed out of committee. That bill included this exact language. That was June 19, 2012.…
