Mr. President, in the $1.9 billion request, they would not have asked for this money because they were asking for $1.9 billion of new money, some justified and some not. I believe we worked hard to get a good start here. This can clearly be an open item in the conference, but I don't think it should be a directed item in the conference. The PRESIDING OFFICER.
