I do not believe it is your job, as Secretary of Education, to decide what the Federal law says.

If it is murky, the Department of Education is not the place to settle what Federal law says.

This seems about a massive transfer of money from the public sector to the private sector, with no protections around it.

The more they know about how easy that implementation is going to be, the better off we will be.
