yielding myself 15 seconds, I would like to point out that clearly this is in absolute agreement with Marbury v. Madison. Even in that case, the Chief Justice dismissed cases later when the Federal courts had not been granted jurisdiction. Granting jurisdiction is the constitutional job of this body. Mr. Chairman, I yield 4\1/2\ minutes to the gentleman from Florida (Mr. Stearns). (Mr. STEARNS asked and was given permission to revise and extend his remarks.)
