As you know, the manager's amendment contains a provision designed to remedy problems that transpired last year in the programs governed by Public Law 107-25. My question is whether this remedy applies to farmers eligible for payments and assistance under Public Law 107-25, but who were denied payments and assistance because their cases were under appeal when the September 30, 2001 deadline passed. As the distinguished Senator might know, several Missouri farmers did not receive payments and assistance they were entitled to under Public Law 107-25. It was impossible for these Missouri farmers to meet their September 30 deadline because their cases were under appeal. They received no payments even though it was eventually determined that they were eligible for assistance. So, by no fault of their own, several Missouri family farmers face ominous financial situations without the clarifications provided in this amendment.
