This is perhaps the most important legislation we will consider in our whole time in the Congress. There is not a more important, far-reaching bill or bills than this set of proposals. I urge Members to allow the fullest possible debate. This bill will affect our people's lives more than anything we will vote on in the time we are in the House of Representatives. Vote no on the previous question, vote against the gag rule. Let all of the alternatives be debated in a completely open rule.
