While Mr. Roth, and I share many similar views, such as the importance of the English language, I must rise today in opposition to the Roth amendments to H.R. 6 which would restrict or eliminate federally supported bilingual education programs. As my colleagues may know, I am the persistent author of several pieces of legislation regarding the English language. One bill would declare English to be the official language of our Federal Government, another would offer tax credits to employers who offer English language training and instruction to the employees, and another would prohibit citizenship ceremonies in a language other than English. I have introduced and strongly support these bills because I know it is the bond of language that has blended our many cultures to form a heritage that is uniquely American. The movement for official English is inclusive, and it seeks to extend the American Dream to all Americans, regardless of race, religion, national origin, or language ability. In order to achieve nationwide communication in English, bilingual education must continue.
