But to have a dispute resolution wherein FERC has the final say, if this were a neutral dispute resolution process with an arbitrator or a mediator or something, someone not part of FERC, I would be more interested and enthusiastic, but to say there will be a dispute resolution and FERC, who disagrees with the State, will get to determine the resolution is going back to the fox guarding the chickenhouse.
