I appreciate you holding this hearing on a topic that we know is important, but we never seem in this Congress to ever want to discuss, and that is, how do we fix the National Flood Insurance Program?

But we still did damage to the economy, because the gamesmanship caused us not to address this very serious problem.

I have been an advocate for a long, long time of reinsurance to be able to minimize the taxpayers' exposure on flood insurance.

Why, in the last 5 years, have there been almost no new bank charters issued? Why? What is your reasoning for that? Is it regulation? Or is it low interest rates?
