The school district clearly can put limits on unconstitutional prayer, but prayer is not unconstitutional. There is no such thing as an unconstitutional prayer, that I know. The question is, are there reasonable limits to prayer that could be imposed by a school district? And my answer to that is clearly there have to be or else you would have utter chaos in the schools.
