However, that is not the only problem with this legislation. The problem with this legislation is that it says to the school district, you can no longer be neutral. It says to the school district that you can no longer have a situation in your school district where prayer will not take place in your schools. It says that if it is voluntary prayer, you must allow that voluntary prayer or you will lose your money. So it mandates a change in policy in those schools.
