earlier the gentleman from Indiana said that budgets are about choices. Unfortunately, here is what they mean when they say choices. They are asking the wealthiest Americans to choose between realizing their investment profits through dividends or capital gains while they are asking the poorest Americans to choose between health care or heating their home. That is the kind of choice that is being imposed by this budget. That is not a profile in courage. It is a profile in cowardice.
