Wow, Mr. Speaker. This is about as swampy as you can get in Washington. This bill passed out of the House Ways and Means Committee 39-1, including the gentlewoman from California who voted ``yes.'' The only difference between when it passed out of the committee to where we are today is that some outside interest groups, who apparently control the voting cards and the opinions of a lot of people, said this is a bad bill, so now we are a ``no.'' That is very, very unfortunate. I yield such time as she may consume to the gentlewoman from New York (Ms. Malliotakis).
