This amendment is simple. It is about making sure elected Members of Congress appropriate funds that are collected under CERCLA instead of being delegated to unelected bureaucrats. It is not reckless. It is being responsible, and it is exerting our Article I authority of the power of the purse. So I encourage this body to support the amendment. I reserve the balance of my time.
