None of the funds made available by this Act may be used by the Army Corps of Engineers to implement, administer, or enforce the last four words of subparagraph (B) of section 1341(a)(1) of title 31, United States Code, with respect to crevassing of levees under the Birds Point- New Madrid Floodway Operations Plan.
