I will point out the reason why this Chamber cannot take up the bill that was passed by the United States Senate to make sure there are not penalties for hostages is because of a thing called the U.S. Constitution. It is called Article I, Section 7, that says all revenue measures must come from the House of Representatives. That is why we are doing this piece of legislation. Mr. Speaker, I yield such time as she may consume to the gentlewoman from New York (Ms. Tenney).
