Biden was one of 24 Democrat Senators who voted for the 1996 welfare reform bill that President Bill Clinton signed. That bill imposed time limits and work requirements for welfare recipients. In fact, Biden's Deputy Chief of Staff was a key architect of the 1996 welfare reform bill and helped coin Clinton's pledge to end welfare as we know it.
