I appreciate the comments of the gentleman from New York, but I would just like to point out, in his home State, a family of four with two children under six, in just over a year, will face more than a $3,200 tax increase. But yet, a millionaire in his State, for the next 10 years, will receive a tax break of over $25,000 a year. Madam Speaker, I am happy to yield 1\1/2\ minutes to the fine gentleman from Georgia (Mr. Carter).
