I do think it is time to do something. I had concerns. I had concerns about the speed with which we were acting. I think we can all concede the honesty of those concerns. I do believe, however, for the reasons I have indicated, that we ought to move forward. I think we can, while guarding against the dangers that are present whenever you have a major change like this. There is a lot about our intelligence system that is working. We do want to be careful that in trying to fix the parts that aren't, we don't cause problems for the parts that are working. The Senators from Maine and Connecticut have done a good job in guarding against that. I congratulate them on their work.
