The gentlewoman is saying that it indicates they are not able to handle it. It may indicate that they are able to handle it, and they are arresting a lot of people and that they are very interested and are enforcing these laws. We could never get the police to make those kinds of arrests typically on labor picket lines because of the nature of the situation.
